How can you manipulate the tap on a Kegerator so you can have a tap on your downstairs balcony and one on your upstairs balcony which both operate independently of each other?

Nice. Very nice. Does your kegerator have a hose going from the keg to the tap? If so, just get a T-connection from your hardware store, cut the hose, install the T-section, and run a hose downstairs. Get some kind of valve for the hose at the hardware store for the end of the hose, maybe one that you can mount on the wall. It shouldn't be hard. The people at the hardware store would probably be pretty good, just explain what you're doing.

Don't ever run long beer lines from your keg to other sources unless you have ample supply of CO2 gas to compensate for the lines. Make sure you check your calculations for CO2 pressure to distribute even gas on the lines using the formula for length of tubing and drop height and lift height. Any tubing from the hardware store will cause foamy beer. There are tables in abundance all over google under Kegerator Advice. Only use 3/16" Beer line and 5/16" CO2 line. If you DO run beer line downstairs remember that the hose is not refridgerated and that any beer remaining in that line for more than 12 or 24 hours will become warm and be subject to natural property changes. Also, if the beer line gets any air in it you will have a hell of a time cleaning the line to keep fresh beer going. It's fun for a couple parties, but after that people will leave in disgust at the taste. Do yourself a favor, if you run the beer line, insulate the line with foam or other insulating materials. DO NOT let beer in beer lines get warm or sit warm for long periods of time. It's good to provide central kegging systems but not by stupidity and distaste.

If you run a story of hose between you kegerator and the tap you won't have cold beer at the tap. (Unless you throw one hell of a party and the beer is flowing so fast it can't warm up.) In either case build another kegerator. You'll ether want the second fridge for cold beer or need the second keg to maintain the .... beverages.
