Kegerator Forum: Did I use too much CO2?

Just got a new to me kegerator; coupler, lines, regulator, 5# CO2 tank all included. I exchanged the tank for a fresh one, ran through a quarter barrel keeping the regulator pressure between about 7-10 psi, and now when I weigh the tank, it seems I have 2.38lbs left. I didn't weigh the tank beforehand, but the tare weight is 7.6lbs, and my home scale (2 different scales) reads about 9.98lbs today. I did try to check for leaks when I first connected to the keg with soapy water and didn't find any areas of concern along areas easily accessible with a soapy cloth.

From what I've read, this seems like a lot of CO2 to have used for a commercial 1/4 bbl, looking for thoughts on what went wrong. Is it possible I didn't have a good fill? Is there somewhere prone to leaks I likely missed? Is there something I might have done in making the connections or serving that would cause leakage or excessive use?

Side note: is there a special tool for tightening the nut on the inside of the tower where the faucet mounts?

So, I exchanged a 10 lb tank at Airgas as well. That tank tare weight is 14.4, and I measured 21.6 lb on a never-opened tank, so could just be that you don't get the full fill weight in a tank? I wonder if that's normal, or of I got shorted by 2 different airgas stores? 

Any thoughts on the other question? Special/good tool for the nut on the inside of the tower
